SM-G935FD roaming despite being connected to its sim card's home network

my new phone is stuck in roaming mode despite being connected to the same network as the sim card it has inside of it (golan telecom Israel)

i tried flashing an israeli firmware with odin (all 4 files - AP,BL,CP,CSC), the flashing succeeded but im still stuck in roaming.

Please Help.
