fastboot boot

I installed the OxygenOS Community Build 3.5.2 but found some things I didn't like so I decided to go back to CM13. So I booted to fastboot mode with an unlocked bootloader and typed: fastboot boot twrp-3.0.2-1-oneplus3.img

I got this:
downloading 'boot.img'...
OKAY [ 0.427s]
booting...
OKAY [ 0.130s]
finished.

My phone sat in fastboot mode for a second then the screen went black. I had to hold down power for about 30 seconds to get a reboot. I then tried to use the volume rocker to select recovery mode from the unlocked bootloader boot menu. When I did that I end up with the black screen again like before.

So I booted back into fastboot mode and flashed twrp-3.0.2-1-oneplus3.img and rebooted to recovery mode. Same black screen thing. Next I rebooted the device and got back into Oxygen 3.5.2. From there I did adb reboot recovery and ended up back in oxygen recovery.

From there I tried to flash different versions of stock Oxygen OS but every one ended up with "Installation Failed" and an option to reboot.

My phone is not rooted. I installed a root checker to verify. If anyone can help me figure this out I'd appreciate it. I just want to get TWRP installed again.
