How in the world do I enable " Permit Drawing over other apps"?

Settings > Advanced Settings > Applications > choose your app > scroll down to Permission Manager takes me back to Applications every time.

Settings> Security & Privacy> Permissions takes me back to Settings every time.

I have twrp installed and the phone is running 1.9.104 ST. Help? Thanks!
