HTC 10 and Theming

I cannot find any mention of 'substratum' (the next evolution of layers theming engine) in this forum, are there any dev's planning to include the necessary commits into a custom rom? Or can HTC themes handle a complete overhaul theme? i've done some searching about the engine but as far as I can tell with the default engine things such as the notification pulldown and settings/system apps don't get themed alongside the main engine.
