CM13 NO top menu

guys i a having a wired problem as i installed cm13 everything works fine except the top status bar it is not there.i mean the top swipe menu with the shortcut toggels it is absent the one containing the blutooth wifi data etc options.

can any one help me please ?

and please tell me whats the best rom for battery and performance thanks
