Unlock network hd2 Leo

Hi guys i had found an Italian HTC hd2 marked by Tim I want to use with another SIM carrier like Vodafone but he tells who the sim is locked but when I try with the SIM of tim the phone works.... So how can I unlock this HTC hd2 for all carriers? I need to install an android Rom ? Thanks a lot for the replies :)
