Help, cyanogenmod 12.1 keeps turning on when off and charging.

Im using Cyanogenmod 12.1 newest version and it keeps turning itself on when I charge the battery when I turn it off. I am using TWRP if it matters. Why does it keep turning itself on? How can I fix that? Thanks for the help guys!!!!
