Nexus 7 (2012) refuses to be wiped or flashed

Hello, i have a nexus 7 (2012) that started to act weirdly. restarts a lot just after booting. i tried to flash it with factory images, reinitialise it, hard reset it, flashing custom recovery, nothing.. it returns to the same position like it was frozen on that state. i tried also to delete some apps but they return after restart. it seems to be write protected or something. btw, the bootloader is already unlocked. please help :(
